The persons concerned shall submit their application for naturalisation to the Regional Division of Citizenship of their place of residence in person or by means of a proxy lawyer or by post with registered letter. The fields of application shall be completed by capital letters, Greek characters or Latin characters where required.

In accordance with Article 45 of Law 4604/2019 (A50) as amended by Article 37 of Law 4674/2020 (A53): Against decisions by Regional Directors of Citizenship and decisions adopted on the basis of an authorisation order, the right to bring an ad hoc administrative action under Article 8 of Law 3200/1955 (A97) before the Minister of the Interior shall be exercised. The appeal referred to above shall be accompanied by an administrative fee of one hundred (100) EUR.

The person concerned may apply for a certificate indicating his/her permanent residence either by physically attending the KEP, or in his/her Municipality or by making a digital appointment in myKEPlive to be served by an employee of the Citizen Service Centres (KEP), or via gov.gr for those Municipalities that have joined the system. The remaining municipalities will gradually join and accept applications. The citizen specifies in his/her application the year or years for which the certificate of permanent residence is requested.
You can apply to your municipality of residence for a certificate stating your permanent address there.
You will need to:

- attach proof of your permanent address
Proof of your permanent residence is a copy of your income tax return (form E1) for the last financial year.
Only if, for justified reasons, your permanent residence cannot be proved by the above document, you may submit any other appropriate proof, such as a recent utility bill (e.g. a fixed telephone bill, electricity bill, water or gas bill).
When the Municipality has completed issuing the certificate, it will be sent to your mailbox and you will be informed by e-mail and text message (sms).
See the municipalities that have joined gov.gr and are accepting applications for permanent residence. The remaining municipalities will gradually join and accept applications.
If the municipality of your permanent residence has not joined gov.gr, you can issue the certificate by making a digital appointment on myKEPlive to be served by an employee of the Citizen Service Centres (KEP).
If it is not possible to present the certificate of permanent residence, the following may be presented as an alternative for the proof of permanent residence: tax statements or lease of a residence or title deeds or a solemn declaration by a parent of an adult child or utility bills in the name of the applicant or a certificate of attendance of children at a primary or secondary school in the country (in case of parents) or a certificate of employer or payment of insurance contributions (in case of employees or self-employed persons).
