The procedure concerns the name of the newborn who is registered in the birth order after a statement by his parents exercising parental responsibility or one of them if he or she has written permission of the other, considered for the authenticity of the signature by a public, municipal or Community authority. If one of the parents does not exist or has no parental responsibility, the declaration of the name shall be made by the other parent. Although the two parents do not exist or have no parental responsibility, the name shall be entered in the register with a statement by the person having the authority of the child.
